Inspection type

Phase Inspection

A phase inspection is a private inspection of a house under construction at set stages, distinct from the permit inspections the building official performs.

The short answer

A phase inspection brings a certified home inspector to the site at stages such as foundation, framing and pre-drywall. It is not the jurisdiction permit inspection. The building official checks code; the home inspector reports condition, and OAR 812-008-0204 excludes code compliance from that report.

Two inspectors on one site

The jurisdiction inspector must sign off at permit stages before work covers them. That inspection is mandatory and its record is public through the permit portal.

A phase inspection is optional and private. The certified home inspector observes the same stages for the buyer, and the report states condition rather than code compliance, which rule excludes.

When the stages fall

Foundation before backfill, framing before insulation, and the pre-drywall walk are the stages that disappear once the house is closed up. After drywall, a general inspection can only observe what remains visible. Oregon rule names no stage list, so the schedule is agreed with the inspector before the pour.

Pair the phase visits with the permit history. The county or city record shows which municipal inspections passed and when, and this site maps where those records live.

Questions

Asked and answered

Should you get an inspection on new construction?

The permit inspections are mandatory and belong to the jurisdiction. A private phase inspection is the buyer choice, and its value is timing. Foundation, framing and pre-drywall stages cannot be observed once the house is closed up. The certified inspector reports condition under OAR chapter 812; code compliance stays with the building official.

Is it worth getting a home inspection on a new build?

A finished new build has passed code checks at permit stages, not a private condition inspection. Phase inspections add visits while framing and rough systems are still exposed, and a final inspection covers the ten categories once complete. Oregon excludes code compliance from the private report, so the two records complement rather than repeat each other.
