Why the state list is a lower bound

The R327 amendment requires a municipality that adopts to notify the Building Codes Division. Reporting is a duty discharged after the fact, not a registration step, so the state list trails actual adoption by however long the notification takes.

Two jurisdictions are adopted and in effect while absent from the state list. A tracker keyed to that list alone would report both as unconfirmed.

Reading a status

Cannot adopt locally is not a decision. Those jurisdictions have no local building department, so the state administers the programme and local adoption is foreclosed. No record found means someone checked on the date shown and found nothing either way. Neither is the same as a jurisdiction declining to adopt.
